If you are writing an application in Delphi, which allows an end user to make multiple selections from a list, then it can be awkward to make those selections, if the user is not very experienced at using the mouse.TALFlatXPCheckListBox makes life a little easier - the end user can pick and select any of the options from the list, but once they are clicked, they stay selected until the user clicks on the option again.
