This means you can edit content that was originally created without a WYSIWYG editor (for instance, simply using Drupal's Filtered HTML format, a user may hit enter twice to create a new paragraphd-deOCLno <p> tag wraps the block of text in this case), without having to deal with the headache of reformatting everything inside the WYSIWYG editor.
This plugin also allows you to save content in your database without extraneous HTML markup, meaning the actual stored content looks more user-friendly, and isn't one big jumble of HTML. Drupal's input formats clean up the HTML and add in the proper tags.
This module requires the WYSIWYG module to do anything useful. It does not work with the standalone CKEditor or FCKEditor module, but works with those editors through the WYSIWYG module.
